This new book provides a new approach to a subject which has
become of prominent and widespread public concern recently. The combination of
unprecedented rainfall and environmental fears about long-term climatic change
have placed the legal provisions and administrative responsibilities concerning
floods and land drainage under new scrutiny. The purpose of this book is to
examine these issues in a topical context and provide an account of the law
which will be of value to those with relevant responsibilities and which is
accessible to property owners for whom the operation of the law raises a series
of vitally important practical issues.
The author, William Howarth, is Professor of Environmental
Law at the University of Kent. He has written widely on a spectrum of issues
relating to the aquatic environment and has advised the governments of several
countries and national bodies on water-related legislation.

There are few foods and food processes that are not regulated
and it is surprising, therefore, that up to now there have been very few
succinct texts dealing with their legal aspects. This book aims to remedy the
situation by presenting the law in a clear, straightforward and logical manner.
The work covers the whole of the food chain "from plough
to plate" - the protection of food sources, slaughtering of animals,
processing and manufacture of food products, the hygienic preparation of food,
the use of additives, safety of packaging, etc.
Consideration is given to how food law is administered and
enforced and all the main features of the Food Safety Act 1990 are discussed.
Particular attention is paid to the emergency powers available to deal with food
scares or potential scares.

This book is devoted exclusively to the law relating to the
use of guns. In it the ordinary person who handles guns will find all the
requirements of the law which he needs to know, and those who have to enforce
the law will find it of invaluable assistance to them in their work.
More changes in firearms law have occurred since the
publication of the fifth edition of this book than at any other time since its
inception. This new edition takes into account all the latest legislation
relating to the banning of handguns and explains which firearms are unlawful and
which may legally be held, together with the conditions for holding them.

Formerly entitled Handbook of Cautions, Oaths, Recognizances,
Etc., the main object of this work is as a ready reference, principally for
court chairmen and clerks when needing to make pronouncements in court. The
scope of the book has, however, been widened and, as well as the usual forms of
oaths and suggested sentencing pronouncements, there are included background
notes on mode of trial decisions, bail, sentencing and enforcement powers. The
Lord Chief Justice's mode of trial guidelines are included as an appendix and
there are sections dealing with the powers of the Family Proceedings Court,
contempt of court and costs.

Up to now there has been no single publication drawing together the main health and safety legislation and enforcement methods available to local authorities. This new book seeks to fill that gap. It is a practical guide for health and safety practitioners in local government that deals with the main elements of enforcement they are likely to encounter.
The book starts by providing details of common law decisions which influence the courts in criminal proceedings under health and safety legislation. It describes the roles of the various health and safety enforcement bodies and explains in details the duties and powers of those with regulatory responsibilities.
Chapters on enforcement and prosecution contain a wealth of practical advice on the procedures and practicalities of preparing for, and taking, action to deal with breaches of health and safety law. There is considerable reference to recognised advisory circulars, decisions of Employment Tribunals, and decisions of the courts in proceedings taken under the Health and Safety at Work etc. Act 1974 and related legislation. The impact on enforcement of the Human Rights Act 1998 and the Regulation of Investigatory Powers Act 2000 is also included.
The chapter on accidents is aimed at those who have to prepare for, investigate, and then subsequently decide on appropriate action. It deals in some detail with the causes and investigation of accidents and the practical side of risk assessment and hazard analysis.
Many local authorities struggle to secure adequate resources to carry out their health and safety functions. A chapter dealing with planning for the implementation of the regulatory role provides information on the mandatory requirements, training, health and safety auditing, and provides many examples of good practice.

The tremendous expansion of local television and radio
broadcasting in recent years has meant that more and more people have found
themselves being called upon to act as spokesmen or give interviews. This
booklet is an ideal introduction to the skills needed and techniques used to
create more interesting and newsworthy interviews and to present a positive
contribution rather than merely a reaction. The growth of satellite and cable
television makes these topics even more important. An extensive appendix
includes a list of all BBC and independent broadcasting stations in the United
Kingdom.

This
book tells the story of probation from its religious beginnings in 1876 and
legislative footing in 1907, through to the present day. The substantive
chapters of the book cover the period 1979–2005 and explore probation by
alluding to crime; imprisonment; politics and power; increasing central control
and bureaucracy; criminology; and penal and social policy.
Written
by authors who have spent many years within the probation service, and therefore
been involved in events they describe, the book provides a unique insight into
probation over the last 25 years. It will be of great interest to serving
probation and prison staff and will be a resource for trainee probation
officers, and also be helpful to students of criminal justice, penal and social
policy in colleges and universities. It will, in fact, appeal to all those who
want a deeper understanding of the recent changes in probation.
The
book has been written to coincide with the approaching centenary of probation in
2007, and it challenges certain political initiatives over recent years that
have culminated in the demise of the probation ideal.

This
manual is a simple, straightforward "do it
yourself" guide to basic practice management. It is designed to help a
professionally unqualified member of the support staff who has been given the

themselves. Presented in an attractive ring binder, this is a step by step, easy to
understand guide to the structuring, organisation and running of a legal
practice. It covers all aspects of the job including equipment, communications,
recruitment, training, personnel, salaries, computerisation, budgeting, record
keeping, and marketing. It gives examples of necessary paperwork, forms,
standard letters and internal staff handbooks. The writer is a (now) experienced
practice manager who had to find out about her tasks the hard way. She has
planned this manual to help others in the same position to avoid the pitfalls
and heartache she encountered.

This book fills an important gap in the published advice available to the thousands of individuals who act as parish council clerks. It covers all aspects of a clerk's appointment and duties, from the constitutional role of local councils, through the terms of appointment of clerks to their day-to-day responsibilities.
Practical advice and guidance is given on such matters as preparing for meetings, supervision of staff (if any!), finances and, most importantly, relationships with councillors. Terms and conditions of employment, qualifications and training are covered, and there is a section on the legal status of local councils.
This
new edition takes account of the many changes in law and practice since the book
was first published. The main change is the bringing into force of the new
ethical framework for councillors enacted in the Local Government Act 2000 but
unimplemented when the first edition went to press. Other important changes
include new Accounts and Audit Regulations made in 2003 and, also in 2003, the
promulgation of the Quality Parish Council Scheme in England.

This useful book provides a concise and practical guide to the more important aspects of parish, town and community council finance and the keeping of accounts. It is intended for those charged with the responsibility of keeping local council accounts, such as Clerks and Finance Officers, and also for members of parish, town and community councils and students of local council finance and administration.
Now updated to a second edition, compiled one again by training provider for local councils and accountant Chris Richards, the text incorporates such recent and important developments as the raising of the bands which decide what sort of accounts are required, direct responsibility being given to councils for their own financial management and the requirement that a responsible finance officer is appointed to ensure adequate and effective internal audit.
The
more traditional aspects of local council finance continue to be covered in
detail. Such topics include the budget, annual
accounts, accounting methods appropriate for small and larger local councils,
VAT, internal control, internal and external audit, risk management, payroll, capital accounting, borrowing and
insurance.

Enhanced for the 2008/09 edition, this Directory now contains those functions relevant to conveyancers, as well as the authority-specific information of conveyancing fees and charges and the companies to contact with drainage and water enquiries. County court listings and land registry offices complete this valuable book.
The purpose of this Directory is to provide information for the authorities, solicitors (and other conveyancers) and commercial organisations whose work brings them into contact with local authorities.
Entries in the Directory are designed to make it easy to find the department and person with responsibility for a specific function. This removes the confusion that often arises due to the varying of departmental names and groupings of responsibilities in different authorities.
Full details of all the new authorities are given, together with cross-referencing, to enable the user to identify which new authorities have taken over from those that have been disbanded. The book also includes a substantial gazetteer of nearly 20,000 places, showing the authority within which each falls.

This
well known textbook indicates exactly what is required to be registered as a
local land charge and the appropriate part of the register for each charge, as
well as giving the effect of charges once registered. The maintenance of other
statutory local registers and preliminary enquiries of local authorities are
also covered.
The
13th edition maintains the ‘user-friendly’ format and refers to recent
relevant legislation in relation to issues such as dedication of land, local
authority grants and the Land Registration Act 2002. The book also reviews the
status of Part 5 of the Local Land Charges Register.
In
addition to extending the information contained within the ‘is it registrable’
chapters, the new edition has been updated throughout to include and reflect
recent developments in local land charges practice.
This is definitely a book that no local land charges office (or conveyancer) should be without.

Magistrates today are required to have more knowledge than
ever before. This book is comprehensive in its coverage of all aspects of the
magistrate's work, whilst being presented in a simple to read format. The new
edition covers the latest legislation, practices and procedures, dealing, for
example, with the implications of the Human Rights Act.
Although much is now done to prepare newly appointed members
of the bench for their responsibilities, this book will prove an invaluable
guide to them and their experienced colleagues through the many problems that
confront them. In particular, it will assist potential magistrates to gain an
understanding of the obligations of the role.
It is, however, not only written for magistrates and
potential magistrates, but also to assist the court clerk and the advocate
appearing before the court to play their roles more effectively.

Professor Gostin's classic work Mental Health Services -
Law and Practice has been completely rewritten with the help of two eminent
authorities on the subject. Not only has the text been brought fully up to date
but it has also been restructured to a more logical and appropriate format for
the present day.
The work remains a comprehensive examination of the health
service organisation; local authority powers and duties; criminal responsibility
and sentencing; and professional and statutory functions of psychiatrists,
approved social workers, nurses and managers. It is also one of the few texts to
consider the therapeutic relationship and restraint of patients in hospital.
This work will prove indispensable to research and practice
in law, medicine and social work.
The regular issuing of supplements will ensure the currency
of the contents: the initial purchase price includes the cost of the first
year's updates.
